Joe Luke PE

Joe received a B.A. in Psychology from Northern Illinois University in 1970. He later earned a M.S. degree in Civil Engineering with an emphasis on structural engineering from the University of Texas at Austin in 1979.

He began his engineering career at the W. E. Simpson Company in San Antonio, Texas, which at the time was the second oldest engineering firm in Texas. In 1984 he went to work for Jose I. Guerra, Inc. in Austin,Texas where he has since been promoted to Senior Vice President and the Director of the Civil/Structural Group.

In 1991 he was a founding member of the Austin Chapter of the Structural Engineers Association of Texas (SEAoT) and served as its president for its first three years. In 1996 Joe served as president of the state organization. In 2005 SEAoT awarded Joe with the William C. Schoeller Memorial Award, the highest award given by the organization, in recognition of his contributions to the structural engineering profession, community service, and his service to the state organization.

He is currently serving on the Structural Engineering Licensing Task Force of the Texas Board of Professional Engineers. He has served as SEAoT’s Delegate to NCSEA since 2004.
