Special Inspection

Under the International Building Code (IBC), special inspection is third-party verification that specific building components are constructed in accordance with the approved drawings and applicable codes.

Special inspection focuses on materials and workmanship critical to the integrity of the structural system. These inspections are performed by an independent special inspector — not the civil or structural engineer — to confirm that critical materials, workmanship, and methods meet required standards.

Inspections occur at key milestones defined by the IBC and may be continuous or periodic depending on the activity. Concrete placement typically requires continuous inspection, while placement of reinforcing steel is generally inspected periodically. The IBC defines both terms.

Structural Observation

The IBC defines structural observation as periodic site visits performed by the registered design professional or their qualified designee. Unlike special inspection, this is performed by the civil or structural engineer of record.

Its purpose is to observe general conformance of the structural system with the approved construction documents, identify significant deviations, and recommend corrective actions. Structural observation is non-continuous and relies on visual review only. It focuses on the overall structural system rather than detailed inspection of workmanship or materials.

The IBC requires structural observation for certain structures based on Risk Category, building height, seismic risk, or when designated by the design professional. At the conclusion of the work, the registered design professional reports to the building official that observations are complete and documents any unresolved deficiencies.
