Part 2 of the 3-part series will recap the key messages of Part 1 as they relate to the structural engineer’s role in resilience. We will explore resilience as considered for three additional design hazards (tsunami, flood, wildfire), their current design philosophy, challenges and shortfalls of this philosophy in a resilience context, and ideas being discussed for upcoming Standards revisions. Part 2 will close with a discussion of current research and studies with a focus on design standards, performance reliability, and infrastructure design goals applied to a community resilience framework.

Speakers:

Kevin Moore, P.E., S.E., is a Senior Principal and the Head of Structural Engineering, Western Region for Simpson Gumpertz & Heger Inc. in Oakland, California. Mr. Moore has been active in NCSEA since 2003 and is the current Chair of the NCSEA Resilience Committee and Past Chair of the NCSEA Seismic Subcommittee to the Code Advisory Committee. Kevin also serves on the SEI Resilience Committee and is the 2020 recipient of the James Delahay Memorial Award.

Seth Thomas, P.E., has over ten years of experience in a variety of projects including new construction, seismic retrofits and evaluations, and tsunami related research and projects. Seth is Vice Chair of ASCE 7-28 Seismic Subcommittee. An expert in performance-based and tsunami design, Seth is highly involved in code development and is a voting member on several ASCE 7 committees. Seth has worked on multiple projects which targeted above code seismic design, and his work in developing the first ever US Tsunami Code (chapter 6 of ASCE 7) was critical in the design for the Ocosta Replacement Elementary School and the Oregon State University Hatfield Marine Studies Initiative Building, the first two vertical evacuation structures in the U.S.

Chris Cerino P.E., is the director of structural engineering in STV’s New York office, has over 25 years of experience in managing the design of large-scale, complex public and private projects. Since Superstorm Sandy Chris has been involved with over 75 recovery and resilience projects totaling over $3B in construction value in the New York metropolitan area. Some of his major projects include hardening for the Lincoln and Holland Tunnels, Con Edison generating and substations, and the 207th Street, Hoboken, Hammels Wye, East River Portal, Coney Island and West Side rail yards.

Erica Fischer, PhD, P.E., is an Assistant Professor and Loosely Faculty Fellow of Civil and Construction Engineering at Oregon State University. Dr. Fischer’s research interests revolve around innovative approaches to improve the resilience and robustness of structural systems affected by natural and man-made hazards. She has participated in post-earthquake reconnaissance team missions in diverse regions including Haiti, Napa, California, Italy, and Mexico City; and post-wildfire reconnaissance in Paradise, CA. Recently, Dr. Fischer is a member of the Board of Directors of the Earthquake Engineering Research Institute, Co-Chair of the ASCE Fire Protection Committee, and currently working with the Oregon Department of Forestry on developing definitions and risk maps for the wildland urban interface in the state of Oregon.

Anna Lang Ofstad, Ph.D, Dr. Anna Lang is an expert on the seismic performance of non-engineered masonry buildings and works globally on disaster mitigation and recovery. She is the founder of Zylient, a research and development company that facilitates disaster planning through improved technology. Dr. Lang proudly serves on FEMA’s National Advisory Council, co-chairs SEAOC’s Resilience Committee and EERI’s California Legislative Subcommittee, and she is a member of NCSEA’s Resilience Committee.

Webinar Cancellation

By NCSEA: If a webinar is canceled by NCSEA, all registered attendees will be notified via email. NCSEA will issue a full refund if the event cannot be rescheduled. If the event is rescheduled and a registrant can not attend on the rescheduled date, NCSEA will offer a credit in the amount of the purchase price.

By Registrant/Attendee: Cancellations must be made at least 24 hours in advance of the webinar (or the first webinar in the case of a series or bundle) and in writing via email ( ncsea@ncsea.com) with the subject line “NCSEA Webinar Cancellation” and include the following in the body of the email: Title of Webinar, Order/Invoice Number, Name of Registrant, and Reason for Cancellation. No telephone refund requests will be accepted.

If the request has been approved, NCSEA can do one of the following:

  • Refund the amount back to the original order payment method (a $25 cancellation processing fee will be assessed)
  • Issue a full credit on the purchaser’s account that can be used towards a future webinar/event.

If you are unable to attend the webinar and the cancellation deadline has passed, a recording will be available (in most cases) in the Education Portal after the webinar has concluded.
Refunds are not granted due to attendee technology issues. It is your responsibility as the webinar attendee to test your computer setup prior to the start of the webinar.
