Part 1 of the 3-part series will present resilience through the lens of a structural engineer, defining the role of the structural engineer in the process and introducing the terminology and concepts being discussed today by many technical committees. We will explore our Codes and Standards framework, and the philosophy and rationale beyond probabilities being used as the basis for performance expectations. Part 1 will feature an overview of three common design hazards (earthquake, tornado, wind), their current design philosophy, challenges and shortfalls of this philosophy in a resilience context, and ideas being discussed for upcoming Standards revisions.

Speakers:

Kevin Moore, P.E., S.E., is a Senior Principal and the Head of Structural Engineering, Western Region for Simpson Gumpertz & Heger Inc. in Oakland, California. Mr. Moore has been active in NCSEA since 2003 and is the current Chair of the NCSEA Resilience Committee and Past Chair of the NCSEA Seismic Subcommittee to the Code Advisory Committee. Kevin also serves on the SEI Resilience Committee and is the 2020 recipient of the James Delahay Memorial Award.

Therese McAllister, F.SEI, Dr. Therese McAllister is the Community Resilience Group Leader and Program Manager in the Engineering Laboratory (EL) at the National Institute of Standards and Technology (NIST). She is also the Technical Point of Contact for the NIST funded Center of Excellence, Center for Risk-Based Community Resilience Planning, led by Colorado State University. Dr. McAllister is an ASCE Structural Engineering Institute Fellow and serves on the ASCE/SEI 7 standard committee; Infrastructure Resilience Division; the Technical Council on Life-Cycle Performance, Safety, Reliability and Risk of Structural Systems; and the SEI Board Resilience Committee.

Jonathan Buckalew, S.E., is a senior project engineer and has worked 10 years at Nabih Youssef Structural Engineers. Jon is a voting member of the NCSEA Resilience Committee, Co-Chair of the SEAOC Resilience Committee, and is on the SEAONC Board of Directors

William L. Coulbourne, P.E., F.SEI, F.ASCE, has a BS in Civil Engineering from Virginia Tech and a Masters in Structural Engineering from the University of Virginia. He is a licensed Professional Engineer in three states. He is a Fellow of the American Society of Civil Engineers (ASCE) and a Fellow in the Structural Engineering Institute of ASCE. He actively participates on the ASCE engineering standards wind and flood committees for ASCE 7 Minimum Design Loads for Buildings and Other Structures, and ASCE 24 Flood Resistant Design and Construction.

Michael J. Riemer, P.E., has been with Atkins North America for over eight years in total, and has over 17 years of experience in the field of Structural Engineering. He has been involved in the design of multiple structures across the US which included using the breadth of ASCE 7 and the local building codes. He was the Deputy Task Order Manager for the Puerto Rico Microzoning effort. This effort included presenting results of the study at milestones.

Webinar Cancellation

By NCSEA: If a webinar is canceled by NCSEA, all registered attendees will be notified via email. NCSEA will issue a full refund if the event cannot be rescheduled. If the event is rescheduled and a registrant can not attend on the rescheduled date, NCSEA will offer a credit in the amount of the purchase price.

By Registrant/Attendee: Cancellations must be made at least 24 hours in advance of the webinar (or the first webinar in the case of a series or bundle) and in writing via email ( ncsea@ncsea.com) with the subject line “NCSEA Webinar Cancellation” and include the following in the body of the email: Title of Webinar, Order/Invoice Number, Name of Registrant, and Reason for Cancellation. No telephone refund requests will be accepted.

If the request has been approved, NCSEA can do one of the following:

  • Refund the amount back to the original order payment method (a $25 cancellation processing fee will be assessed)
  • Issue a full credit on the purchaser’s account that can be used towards a future webinar/event.

If you are unable to attend the webinar and the cancellation deadline has passed, a recording will be available (in most cases) in the Education Portal after the webinar has concluded.
Refunds are not granted due to attendee technology issues. It is your responsibility as the webinar attendee to test your computer setup prior to the start of the webinar.
